CONCEPTION OF DEVELOPING INTEGRATED MANAGEMENT SYSTEM (IMS) IN UNIVERSITY

Success of anyinstitutionof higher educationis determined notonly by the highlevel of qualityof training of graduates, but also by how effectivelyuniversitiessolvethe problemof social responsibility, payattention to thesafety and healthof teachers, staffand students, implementactivities in the fieldof ecology andenvironmental protection.

Probably these activities are more typical for industrial enterprises, however, modern universities in scale, structure, number of staff and students, volume of budget and off-budget financial resources are comparablewith large production or service companies.

To effectively manage a modern university complex and to ensure its sustainable development, it is useful to consider the concept of developing integrated management system (IMS) of the university.

Under integrated management system should be understood part of a system of general management of the organization that meets two or more internationalmanagement system standards and functioning as a unit [1]. It is necessary to emphasize that IMS does not replace the entire existing system of management of the organization, because it does not include accounting, financial management, etc.

What are the benefits of the implementation of IMS in the university?First, the development planning of the university will be implemented based on the requirements of stakeholders: students and their parents, the Staterepresented by the Ministryof Education andScience of the RussianFederation, students (bachelors, specialists, masters, postgraduates and doctoral students), teachers and employees, community of employers, partners in the field of scientific research and development.Secondly, there will be improvement of the processes and, consequently, improving the efficiency and effectiveness of the university. Thirdly,  the actions of university departmentswill be moreconsistent andstructured. Fourth, it willimprovethe image and prestigeof the university.

Universities will experience these benefits only in case of detailed IMS implementation and involvement of top management in the process, rather than formal development for the certification purposes and satisfaction of ambitions of the specialists in the field of international standards.

Creation of integrated management system (IMS) in university is complex and labor-intensive process, whichrequiresdetailed study ofthe requirementsof GOST R (GOST R is National State Standard in Russia)ISO 9001-2015«Quality Management System. Requirements», GOST R ISO14001-2016 «Environmental Management Systems. Requirementswith guidance for use", GOST R54934-2012 / OHSAS18001:2007 «Occupational health and safety management systems. Requirements».For more effective work in this direction it is necessary to develop the algorithm for implementing IMS in the university on the basis of the Deming cycle PDCA (Plan-Do-Check-Act).

To start works on creation of IMS in university the decision of the top management is necessary (published by the rector's order). After this decision the planning phase follows.

Planningissetting goalsandactions needed toachieve the requiredresults ofthe educational institutionto createIMS. This phase should include the following:

-       development andapproval of a plan(program) of IMS creation

-       definition and resources allocation by the management of the university

-       formation of the leading and working bodies (organizational structure of management IMS)

-       training teachers and staff in the basics of IMS

Execution phase represents the main steps in the development and implementation of IMS, i.e. realization of the creation plan (program) of IMS taking into account the allocated resources. At this stage, the design of IMS is being made as well as its documentationand implementation.

Design of the IMS is being carried out in accordance with the requirements of GOST R ISO 9001, GOST R ISO 14001, GOST R 54934 / OHSAS 18001. As therequirements of the standardfocuses onthe process approach, the design of IMS in the university should be based on the development of the process model and the design of process network required for the effective functioning of the IMS.

For this purpose, taking into account therequirements of item 4.1 GOST R ISO 9001, it is necessary:

-       to determine the list of processes needed for the IMS;

-       to determine the sequence and interaction of IMS processes;

-       to distribute responsibility within the processes of the IMS;

-       to determine the stages and their sequence in each process;

-       to determine for each process regulatory documentation;

-       to determine the inputs and outputs of each process;

-       to set control points in each process;

-       to determine criteria and levels of productivity of the processes, frequency of their assessment;

-       to determine the resources needed to maintain the functioning of the processes.

Documenting ofIMS is the creation of a normative-organizational basis for the functioning and continuous improvement of the IMS. Thus the following tasks  have to be solved: establishment of requirements to the implementation of processes, a proper understanding by the staff and students of these requirements, reproducibility, traceability of processes and evaluation. It is also necessary:

-       to determine the structure of the IMS documentation;

-       to determine the list of required documented procedures of IMS process management;

-       to form groupsto developIMSdocumentation;

-       to develop and approvethe documentationof IMS;

-       to preparethe first edition of the IMS manual.

A fundamentalphase ofIMSis the introductionof the systeminto the dailyactivities of the university. On the one hand, at this stage results of design and documenting of ISM are being realized and checked, on the other hand – it creates afoundation for furtherimprovementof the university.

At introduction of the ISM it is necessary to realize the following actions:

-       to trainteachers and staff towork with theIMSdocumentation;

-       to put in force the IMS documentation by rector’s order;

-       to manage the processes of IMS on the basis of the developed documentation.

Check phase of PDCA cycle is the collection and analysis of data to assess the impact of changes to the operations of the university and to ensure whether the results have achieved the intended goals, what are the inconsistencies occurred and what needs to be changed. This phase may include activities inherent in the requirements of GOST R ISO 9001-2015, GOST R ISO 14001-2016, GOST R 54934-2012/ OHSAS 18001:2007:

-       the internal audit of IMS;

-       management review.

Based on the analysis of the received data actions to improve should be performed:

-       corrective and preventive actions arising from the internal audit and analysis by the management;

-       correction of IMS documentation, including development and approval of the final version of the IMS manual.

After successful completion ofallactivitiesfor the development ofthe IMS, the university management makes adecision on expediency of carrying out its independent assessment-certificationfor compliancewith GOST R ISO 9001, GOST R ISO 14001, GOST R 54934 / OHSAS 18001.
